Cost cutting leads to no warning on dog foul bins

It seems that the latest cost cutting exercise has lead to dog foul bins in the council's parks being installed with no printed messages on them. In the past all red dog foul bins had a public information sign on them telling dog owners to clean up or pay up - in the form of a fine.

Despite the recent council approval of new park byelaws, with a promise to deliver more on-the-spot fines for irresponsible dog owners, it appears as though the council is doing nothing to send a clear message to park users walking their dogs!

I walked around Fairlop waters this morning with my dog and spotted around 10 new black dog foul bins, all of which had no signage on at all. They have been there for some time as I recall. What sort of message is this sending to irresponsible dog owners? Not a clear one in any way whatsoever.

There should also be a large clear sign in both entrances to the park, warning dog owners to "Clean up or Pay up" after their dogs; as well as on the new black bins themselves.

Maybe they are having a series of meetings to decide what the notices should say?

Or they could use them as a cheaper form of political campaign to save more money!
